It depends. If you're referring to a Featured User account, your account could have been set up via Paypal or via our new payment system. Check your report page and the tab "Manage subscriptions". If there is no "Cancel" button, you've subscribed via Paypal and need to cancel your subscription there.
If you have a Premium account you can cancel via the Settings page http://twittercounter.com/pages/settings/premium.
