Does two breaks mean two enters in the cut off phrase?

What does two breaks mean int he cut off phrase? Is that two enters/returns? Can you explain in detail how the cut off phrase works?
Is this correct:

Email- Subject- Hello
Message- Hey how are you? Later!
If the cut off phrase is: are then the only thing posted to twitter is Hello Hey how are

Is this correct?

Yes, this should be correct. It is also correct that two break means two enters/returns.
